Course Overview

  • Honest discussion of current variables that agents consider when recommending a medical plan and how brokers will better serve their clients with the ability to identify those “hidden costs” in the future.
  • An idea of how the failure to recognize the hidden costs of health care can be detrimental to their client’s financial stability.
  • Help brokers find appropriate areas to add value to their clients: Help identify existing products and incorporate various product mixes into their clients benefit packages.


Speaker Bio

Joe Brining is currently the Regional Sales Manager for Combined Affinity Markets a 90 year old company specializing in Individual supplemental, ancillary products. Before joining Combined, Joe worked for Health Insurance Innovations as Regional Vice President, Assurant Health for 11 years as the Regional and Area Sales manager for Missouri, Kansas and Oklahoma focusing in the area of Small group, Individual Medical, Short Term medical and Individual Ancillary Sales.    Prior to working for Assurant Health, Joe managed his own agency and was in personal production in the areas of Long Term Care, Medicare supplements, small group and Individual medical Insurance.  

Joe continues to reside in Tulsa with his wife of 25 years, Alice, and their 3 daughters. Joe has been an active member of Tulsa Health Underwriters and has served on the state board as the OK State HUPAC chair and treasure.

Legislative Update

Capitol Conference 2017 Summary


                We had a great trip to Washing D.C. this year. We were represented by President Connie Carter, President Elect Dirk Blankenship, TAHU Legislative Fund Raising Chair Todd Morrow, Mike Rivera, Lonnie Kline, Paul Brown, and myself.  There were about 1,000 attendees at cap con this year. Clearly there was a lot of anticipation for the event.

NAHU did a great job of outlining the event with the primary focus on market stabilization. Here is how they propose stabilizing the market:

  • Reduce Adverse Selection

    • Require Documentation for qualifying events.

    • Reduce the number of special enrollment opportunities.

    • Reduce the 90 day grace period down to 30 days.

    • Remove the metallic (actuarial values) and allow anyone to buy the coverage they want.

    • Penalties for those that go 60 days without coverage. Similar to Medicare part B.

    • Allow Tax Credits to be used outside of the marketplace.

  • Increase H.S.A. Flexibility

    • After market stabilization.

    • Allow contributions equal to the out of pocket max

    • Limited number of office visits to be covered.

  • Preserve the Employer Exclusion

    • 175 million Americans get group coverage. (keep stabilized)

  • Allow states to change the rating bands

    • Currently 3:1

    • Fallback 5:1

      • This gets younger people into the market making it more affordable for them.

  • Allow States to get funding for "Hybrid High-Risk Pools"

    • Don't issue coverage but as a reinsurance for those that get coverage after 60 days without.

  • Repeal Cadillac Tax (S.58 and H.R. 173), Health insurance Tax (HR246) All other ACA Taxes.

  • Repeal the MLR 80:20

    • Lower premium cost

    • More product innovation

    • Encourage carriers to stay in the market.
